What an Employee Really Costs in Cyprus: Employer Contributions 2026
· Demetris D.
Every salary discussion in Cyprus has two numbers that never match: what the employee costs and what the employee receives. An employee on €30,000 gross receives €25,652 net under the 2026 rules, but costs the employer about €34,620. This post covers the employer side.
Employer contributions in 2026
| Fund | Rate | Cap |
|---|---|---|
| Social Insurance | 8.8% | €5,742 / month insurable earnings |
| GeSY (healthcare) | 2.90% | €180,000 / year |
| Redundancy Fund | 1.2% | Same insurable earnings ceiling |
| Human Resource Development (HRDA) | 0.5% | Same insurable earnings ceiling |
| Social Cohesion Fund | 2.0% | No cap, actual earnings |
Total on a typical salary: 15.4% on top of gross. Sectors with a Central Holiday Fund obligation (parts of tourism and construction) add more; most office employment does not.
Note the asymmetries against the employee side: the employer's GeSY rate is 2.90% versus the employee's 2.65%, and the Social Cohesion Fund ignores the insurable earnings ceiling entirely.
Cost tables
€30,000 salary:
| Item | Annual |
|---|---|
| Gross salary | €30,000 |
| Social insurance 8.8% | €2,640 |
| GeSY 2.90% | €870 |
| Redundancy 1.2% | €360 |
| HRDA 0.5% | €150 |
| Social cohesion 2% | €600 |
| Total employer cost | €34,620 |
The employee receives €25,652 net: 74% of what the employer spends.
€50,000 salary: contributions of €7,700, total cost €57,700 (15.4% on top).
€80,000 salary: the ceilings start working. Social insurance, redundancy and HRDA are all capped at €68,904 of insurable earnings, while GeSY and social cohesion still apply in full:
| Item | Annual |
|---|---|
| Gross salary | €80,000 |
| Social insurance 8.8% (capped) | €6,064 |
| GeSY 2.90% | €2,320 |
| Redundancy 1.2% (capped) | €827 |
| HRDA 0.5% (capped) | €345 |
| Social cohesion 2% (uncapped) | €1,600 |
| Total employer cost | €91,156 |
The marginal cost of high salaries falls to about 13.9% on top of gross, because three of the five funds stop growing at the ceiling.
Why this matters in negotiations
When an employer says a role "costs €35,000", that funds roughly a €30,300 gross offer. Candidates comparing a Cyprus offer against a contractor day rate should add the 15.4% to make the comparison honest, and then check the net side with the salary calculator. Employers budgeting a 13th salary should remember contributions apply to it too, subject to the monthly ceiling.
